Monitoring of Schools In KP, Pakistan

In Khyber Pakhtunkhwa, a robust monitoring system to track progress in  education sector has been established. This system would enable the GoKP to collect school based data every month and evaluate performance of key educational indicators of each district, total 25 districts in KP, Pakistan. 475 monitors have been rec recruited on contract basis to perform monitoring of schools and cover all 28,500 schools in the province. District & Monitoring Officers have also been placed in all districts to oversee the district monitoring unit.

GoKP has initiated Education Reform Roadmap to gradually improve education indicators in the province. each district will have a baseline for each indicator and target over the next 4-5 years. Baselines are being established, after which progress will be evaluated and shared with the GoKP for course correction.

One Year of Monitoring By IMU 
Some success stories
• 310 Schools are now open  which were Non-functional
•  Rationalization of staff has been done in districts Upper Dir, Lower Dir and Lakki Marwat.
• DEO male initiated show cause notices against 150 teachers and non teaching staff in Abbottabad.
• DEO female terminated service of 1 teacher, 1 teacher resigned and show cause against 25         teachers in district Abbottabad
  40 show cause notices, 05 explanations, have been issued to absent staff in district Bunner.
•  04 removal from service and 01 suspension of absent staff has been reported in district Bunner.
•  05 inquiries of absent staff in district Bunner are in progress.
•  One day salary of absent teachers has been deducted in district Karak.
•  80 show cause notices have been served to absent teachers district Kohistan.
•  60 teachers have rendered their resignations in district Kohistan as they are either doing        businesses or  settled abroad.
•  One day of salary has been recovered from absent teachers in district Battagram.
Illegally occupied schools reported in district Kohat have been cleared as per directives of concerned Deputy  Commissioner of the district.
•  Disciplinary actions have been taken against absent staff in district Kohat and Hangu. Salaries up to 05 days  have been deducted as well
 One day Salary of 15 absent teachers has been deducted in district Lakki Marwat.

Congratulation on completion of a one successful year.

In order to protect the phone please use it under a shade. Record location can be done under shade, like veranda etc.

If a DCMA finds some crime type issues in a school that is not in his assigned premises, where shall he report?
Can he contact the concerned DCMA?

Frequently observed issues are:-

Morally or physically abuse/ s.exlotation.
use of school property in private.

And a school that collected a thousand rupees from each student for ARRANGEMENT OF UFMs in the matric exams from 72 students. (Local sources revealed)

Sure these are serious matters and the department needs to address all such things.
I would suggest you to report such matters to your respective DMOs. You need not to become party as this is not your mandate and you will have to avoid dragging yourself in such issues till the time government allows you. Department has already established a hotline for receiving such complaints. As far as school property use is concerned, plz report it in the relevant question in the monitoring form

As many schools informed me that a girl from imu islamabad had visited the school.

There is no other staff except DCMAs from IMU monitoring the schools.

In case it is formally approved mark it as sanctioned. otherwise it is unauthorized leave.

Sir Middle and High and Higher Secondary Level schools are not under ADOs but still the ODK application doesn't proceed without entering the ADO name, Contact No. and Circle name though they have no circle office as no ADO. Please clarify.

AoA sir,
I have few points relating to mobile app which need to be rectified.
1. In case of middle or high school there is no ADO and circle but form does not proceed further untill we feed 0 value to the ADO name, circle and 11 zeros for mobile number.
2. When we enter school codes few values should be auto filled i - e PK no, NA Number, UC name, UC number and circle office.
3 . When we enter data in enrolment attendance gap for middle, high or higher secondary it sdks to feed values from un un admit. For middle it should be from class 6 to 8, for high from 6 to 10 and for higher secondary from 6 to 12 and same should be for provision of free text books.
4. In PTC one question is asked twice. Balance available as of today should be replaced with balance available as of 30 June 2013.

1. In case of Middle, High and Higher secondary schools write the name of DEO.
2. When we will have collected all data of schools and are sure that is the correct one then you will not need to enter info which is constant
3.In this case write 0 where there is no enrollment and school starts from class 6.

BUT they said that we will act upon this order, when we we will get proper proper notification from government

In case headteacher is absent, mark him as absent and vice versa. Ask them to maintain attendance register otherwise they will be not be treated present if they are not found in school

In some primary schools there are only two teachers
if one is on exam duty and the other teacher also have some emergency
then from whom we should get the required information?
And in such case students will also suffer

Sport funds are not part of PTC funds if it has a separate bank account. The rule is that whatever amount is in the PTC account belongs to PTC.

I Highly appreciate this work started by KP government
BUt one thing I want to notify is that
government want progress of public sector
but I think it is a very tough job
because most of the schools in our area don't have their own building
they don't have basic facilities
for six classes there are only two teachers
and one or two rooms
In short there are numerous problems in schools
although we're working very hard to tackle with them
but. ............ ........ God bless us

Monitoring system put in place is expected to improve efficient delivery of education services and strengthen informed decision making at provincial level. We all know that ground realities are different and there is much to do to improve the situation. This intervention is a first important step in the right direction. It would have far reaching implications on planning, resource allocations and improving governance at all levels.

The IMU is a much needed intervention to improve accountability and decision making. I wish all sectors would look into setting up similar units, for example the health sector and the law enforcement sector. You must suggest this to the CM of KP.

Sir is it necessary that every DCMA should visit the schools anywhere in District assigned by DMO. As some schools are easily accessible for one DCMA but not for the other?
Can one area be assigned twice to a DCMA (ie for two months)

Sir in most high and higher secondary schools principal don't maintained their attendance so how to record their attendance and are they in category of teaching staff or non teaching??

Headteachers and principals are to be included in teaching strength in schools. Please ask them to start maintaining attendance registers. Also ask DMO to get some orders issued from the DEO concerned.

1. In the black or green board, wall boards are also included?
2. In the almirah, wall almirah are also included or not?
3. In some schools there are stools instead of chairs and there is no place for stools in the proforma?

Please include blackboards both on walls and stand. Also add both steel/wooden almirahs and fixed on walls. Stools are not included in the proforma. so only report on items which are included in the proforma.

I.e. in some school
Some furniture is not in working condition

I visited a higher secondary school
There, I found 11 SS (subject specialist) unauthorised absent and according to the principal, they have no duty manual. They come to school one day just for their attendance and leave the school
Principal is helpless regarding this
They have their own way of arrival and departure from the school
So please sir
If government should notify them strictly about their duty manual
Otherwise most of the students will suffer
As they are suffering now
And students will not come to government schools

All monitors in KP have been given Identity Cards, issued by the IMU. In case of any doubt the fake monitors, if any be asked to show their IDs.

Sir our Worthy DMO shb is forcing us to complete 70 schools in the on going month i.e April, though we have only 20 working days in this month as schools were closed in the first week of this month because of Spring vacations... Sir Don't you think it will badly impact the accuracy of the data as visits will be done in hurry....

is it possible for a female primary school to take their conditional grant from male ADOs?? why isn't this given to female ADOs or directly transferred to the school accounts? I visited a school whose conditional grant was to be taken from male ADO and the HT visited ADO twice but still didn't get her grant. construction work is pending in the school (GGPS Gari Maira-UC Ghazi, District Haripur)and the building is in miserable condition with poor basic facilities.

I and two other monitors applied for an account in national bank of Pakistan, Takhte nasrati branch since 24 February. But still our account is not verified. Some of our monitors applied for an account in NBP Karak branch and they got their accounts verified and got their salary.
But we are still waiting for our salary.
What should we do sir?

Slam to u sir, the DCMAs n all, as the provided data by the DCMAs is the real time factual data containing absentees and other serious information so need is to display data on official website but keeping names time month etc confidential to avoid creating rivalry to monitors.
Sir. .we want to provide fool proof evidence based data to the Higher management which could undoubtedly b utilised for accurate decision making . Therefore I would like to suggest that kindly include the 3 pictures space for the schools premises and one minute school video at the end of the data collection form that cent percent realistic view of the schools could easily be depicted along with collected data . This would provide a sound transparent real evidence based data in order to take corrective action and decision making. Hope. . Muhammad Sharafat sir yur suggestion reguarding pictures and video is worthy but the battery of the cell fon runs down much faster by the use of camera, GPS & mobile data at the same time. Even if we carry charger with us; we dnt get much time to recharge it.

In case there is no written record of approved leave he/she will be treated as on unauthorized absence.
As far as photo or video is concerned IMU intend to follow this practice in second phase after a thorough deliberations.

Firstly failed students don't receive new books and in some classes courses have been changed.
Secondly class K.G received less books than the actual enrolment.
Class nursery didn't receive books at all.

The issue regarding Free Text Books is also here in Haripur. 5th class English text books and Maths Work books haven't been provided to any of the schools in district Haripur & teachers frequently ask me the question would they be provided any books? Sir kindly address this issue as the summer vecations are approaching and no action has yet been taken. ADOs call frequent meetings in circle schools but the issues has never been discussed.

AOA.Sir,I want to share my observations during visits to different schools.sir enough of data has been collected till now ragarding stock ,PTC record and other records that do not change on monthly basis.The issue that needs attention is the teaching and learning process at schools.It is miserable.The situation may be a bit better but in rural areas the situation is pathetic.My humble request is that more stress should be laid upon academics.

Your observation regarding poor quality of education is valid. Lot of efforts, time and resources are required to improve quality of education. The first condition that needs to be met is that teacher is available in school and teaching school kids. The monitoring of schools ensure conditions that lead to a process of teaching-learning in classrooms.

Medium of instruction for 4th and 5th classes have been changed to English, majority of the teachers are ptc matric and they can't teach new syllabus. In most of the cases they are using old books in Urdu medium.... isn't it a policy failure and need to address .... ?

As far as High School Staff's behavior is concerned, Its our own attitude which can make our prestige. No offence but some DCMAs don't focus on their look, dressing and attitude towards work. Respect is a two way process i-e Give and take. Be humble and talkative. Simply build your own prestige and respect....

Sir I have visited some female schools in remote villages of District Haripur where female schools are located away from populated area in lonely hills (i.e. ggps Chamiari; UC Khairbara, ggps Ghalam; UC Pind Kamal Khan, ggps Bail; UC Sirikot) and also the posts of gatekeepers are vacant there. who so ever is transferred in these schools, soon transfer them to other schools. The reason behind this is insecurity and difficult access.
many teachers requested to exchange the school buildings of female schools with male schools of the same villages which are in easy access and are within populated area.
Sir kindly tell us weather it is possible to exchange buildings?? if yes than what is the procedure for it??

Sir another issue is that in GGMS Bail, UC sirikot (EMIS:37184), classes for 9th and 10th grade students enrolled under GGHSS Sirikot,UC Sirikot (EMIS:36308) are arranged for their convenience. Sanctioned teachers of GGHSS Sirikot are also present here. But there is no attendance record of these teachers in GGHSS Sirikot. GGMS Bail also don't own this staff.As per rule if we don't find teacher at physically present at school, we mark them absent or on leave (according to information available). We cant even mark them present under proforma of GGMS Bail as they don't belong to this school.
Also it is not possible for the monitor to visit both these schools in a single go as they are located at distance from eachother.
Kindly suggest a convinent way of monitoring thses clases and staff..

Today I visited primary schools in Takht bhai district mardan.there teachers had a complaint regarding provision of free teacher guides.as textbooks of maths ,general science and few other subjects in primary schools are in english medium now, still elementary and secondary education department has sent urdu medium teacher guides of those subjects.please ask concerned officers to rectify this issue.

As far as medium of instruction is concerned, everybody in the department knows that it would be difficult for the existing teachers to deliver lectures and teach subjects in English. Training of teachers is being planned to address the issue to a certain level.

The problem with the location of school is very serious. Government opens schools on donated lands and normally people donate such land which is is inexpensive and far from the village. Once we have all the data available on such schools then the department will definitely do something to resolve these issues.
You keep on sending data as per the physical situation and situation on ground. If the second school falls within the list of schools you are visiting then do visit the school and see the situation yourself. But again we have to report based on physical verification.

Dear sir,

We are facing problem to find school location in rural areas. Most of the villages are located in almost isolated areas and we don't find a single person to get directions. I believe all the schools have been visited at least once. Location taken by GPS can b used to tag school's exact location on Google maps. Thus monitor can get help to locate schools while visiting first time in that area.

This is good proposal. You can also do that all monitors whatever school they visit should make a map for facilitation of the other monitors. Now almost all schools have been visited by the monitors and it can be done easily.

@Samiullah, i think hey are not handing it over to the ESED IMU b/c our health minister had earlier announced that they are going to establish an independent monitoring unit for monitoring hospitals on the pattern of ESED IMU. In today's Daily Mashriq, too, there is s news about the proposed imu.

On Duty means any duty the teachers are performing outside the school, other than teaching the students. For example teacher is assigned or performing exam duty, polio duty etc.

Thnks GOD we are not dependent on IMU for Oxygen. Otherwise it wud have been stopped in vecations. Hello everyone!
I believe all of you have received their salary of June with special Ramadan package. I don't know what are the policies of IMU for their employees but I can see that they are not very much helpful. How can you deduct 5000 rupees at once in the name of insurance without even providing us details. Bikes of some of our fellow DCMAs were damaged and they paid for repairs by themselves,then what is this insurance for ? And if this is so important then you should have deducted small amount monthly instead of this big injection.

I am a dcma from abtbd. our dmo sb asked to provide him the list of each day of the month which school to visit on what day prior to that month. it is very difficult and impossible as dcma decides her/him self which school to visit on that day according to rain/weather/ accessibility / distance of schools issues.
pls cosult the higher authorities to stop him from that. more over he is not visiting far schools as his responsibility to visit 20 schools from the district. he only visits 4 schools of main city only. he is troubling us to make his own duties easier. this issue needs to be addressed

I have a question regarding our workplan.
in the orientation session and training's by you it was told us that our all visits would be confidential only we would be knowing about our daily visits so as to make the monitoring more effective.
Now my question is:
WHY IS DMO ABBOTTABAD ASKING US FOR A PREPLANNED WORKING PLAN FOR THE WHOLE MONTH?
I think it is totally against the guidelines of the project and will make our visits open to every one.

1)The FORM contains old information regarding PTC I.e 2013 - 14 financial year.
2) There no option for closed schools during vacations I.e summer or winter

IMU has hired highly qualified, intelligent and almost toppers of the universities. As per my observation all guys and girls are working very honestly with dedication and commitment. Its very hard to fulfill duties in far flung and hard areas. Myself and many of my colleagues got injured many times from bike which in future can cause any serious matter i-e we have serious issues regarding our safety and security as well. However, there is concern regarding future of IMU and ourselves. Though organizations work even people leave. However, layoff of trained and experienced staff does matter. Summing it up I'd like to ask what are the probabilities of IMU to be a permanent department. We are committed to our job but looking at the difficulties and hardships of job, its questionable regarding future. Hope your answer would be satisfying....

Mashallah we all monitors are working sincerely an devotedly. But we are not appreciated by teachers and DEO/SDO/ADO. teachers laugh at us because they say that IMU can dodo nothing. Now the change we have brought is going to diminish gradually because IMU has taken no action and we monitors have no authority.
So what will be the future of Imu. ?
Teachers will get frightened
If imu take any action and we are given some authorities

IMU is a practical step of the KP government to address issues in the education sector. Lot of necessary steps are in the process of implementation and are leading to improvement. Please keep doing good work. Your hard work and efforts will definitely result in a better change and permanent IMU.

Dear so far as I know, there is no such website available for the public.Though IMU had initially stated that they would launch a website for this purpose, but I guess they have changed that plan.

There is only a live dashboard displaying the uploaded data which is available only to IMU officials atm.

Sir kindly take feedback from monitors about Their Respected DMO's. We all monitors are facing bad attitude from DMO's. Also they are non-cooperative.

Especially in some cases we need their help like in some school the teachers misbehaved us and didnt give us the Data but we get zero support from DMO's in this regard.

Now we think that imu dont/will not support us.

To be honest We need NTS qualified on merit Selected DMO's like Health IMU is doing.

Have heard very good news from districts. Over 80 teachers resigned from service in district Kohistan for fear of being caught by the Monitors. Over 1 million rupees recovered from female teachers for being on unauthorized leave in district Abbottabad. Many closed schools started functioning because of the monitoring. Proxy teachers identified in almost all districts. These are all great news. Keep it up. IMU is the flagship programme of GoKP and we all are proud of being part of this refor initiative. People at the highest level are well aware of the achievements you ppl have made. Let me congratulate you all for the good work you are doing. See you all very soon.

I have some questions
1. In some schools drinking water is salty....so what should we write that water is available or not. ?
2. In some schools toilets are available fully functional but due to water unavailability, they are not used...si what should we write that they are functional or not. .?
3. In most of the schools, some furniture are non functional, so whether we should write them in the furniture or not. ..? Or we should write only functional furniture. ..?
4. In some schools, water are made available through water tank filling. ...so what should we write that water is available or not..?
5.some schools building are partly cracked (not due to earthquake)...so what should we write that building is available or not. ..?

My response to the queries raised is as follows;
1: In case the majority of the people living in that area drink salty water then it would be considered as provided.
2:If the toilets are not being used it would be considered not functional.
3:Give details of only usable furniture.
4: in this case water is available provided it is meeting the school requirements.
5:Building is there but dangerous. give your comments in comments space.

In training u told us that no one can mark here s leave himself but in all high schools the head masters write in the order book and mark them on leave in register when they leave the school they dont approve their leave from DEO .they say that this is the rule for our leave which u dont know

2. Also included option that ptc account is functional or not because many school ptc account is nonfunctional

Sir I want to clarify something,
Is Saturday a working day for us or is it a holiday? because some one from IMU staff told us that Saturday is also a working day and your salaries will be deducted if you will not work on Saturdays. Sir this is a serious issue as no one can work in field for six straight days, after so much hard work our bodies need rest for atleast two days. I remember you told us during training that saturday is a holiday and when I quoted you infront of that particular IMU person he asked me "who is sohail raza?"
secondly IMU has started deducting random amount from our salaries every month, they do not provide us pay slip. If they deduct salaries for absentees then they must have informed us before because as our job is in field we were not aware about the procedure of leave from job and we were not told by anyone, now they have started deduction and on inquiring they say it is due to absentees. i hope you will do your part if you can, to solve these problems.

The simple role is that when the schools are open it is a working day for the monitors.
PLEASE refer you all administrative issues for guidance to your respective DMOs or the Director, IMU. I will keep on providing you all help and assistance if the issue is of technical nature.

unfortunately IMU administration don't trust on dcmas as they making hard for dcmas by revisits and daily basis monitoring the actual thing is effective monitoring of school and it only can be achieved by letting monitor relax qhile monitoring as DFID is the financial partners so u should help us in this regard by discussion with IMU

Dear Sir, in some schools teachers have cashed all the money in the PTC account but not spent all of it yet. So the bank balance is zero but they have some cash left with them and are planning to spend it. I think a field for "Cash in Hand" should be added to the PTC account section in the digital performa for the remaining cash. It will make it more accurate.

I have some issues
1 . what are the duty timing for school Chawkidar because head of the schools mostly says that they perform their duty at night. if such as the case, then what should we write him in remarks for today I.e. absent, leave, duty or other
2. In some male schools, there are female Chawkidar and she is mostly absent and his father or brother is performing her duty. .then what should we do with her. .similar is the case with some male Chawkidar also because his son is performing his duty. ..Please guide us in this regard.
3. What about the IDPs. ..should we include them in enrolment?
4 . Most of the DCMA do not write wall black board and wall cupboard in furniture. ..so there will be difference in data..Please guide all DCMA
4. Most of the principal and headmaster don't mark their attendance. ..only write order book and enjoy number of holidays. .and we don't have their previous record in the attendance register. .so please do something regarding this
5.SS (subject specialist ) are not completing their duty timing. .they leave school before time and come to school late.
They say that we are not afraid of monitoring and even we don't fear secretary of education. .we will do our duty according to our own will. .we found them habitually absent but no action id still taken against them...why. ..?

Aoa, with due respect sir imu give us extra task on 15 and 16 September. We were told that ectra money will be given for this task but we don't get any money..Sir kindly investigate the matter as we visited markets on Sunday also..
second we DCMAs should unite against monster PD .... as they consider DCMAs their god gifted servants and they can implement any rules on them... rep if agree with me....

2-day orientation workshops for district education staff of districts Peshawar, Mardan, Manshera and Abbottabad were held to familiarize DEOs, SDEOs and ASDEOs with how the IMU collects data, indicators on which it collects data, and the types of reports it generates. The key objective of the workshops was to enhance the capacity of the district education managers to access and use IMU data for district planning and coarse correction. Initially five districts have been selected as pilot for this activity. It has been noticed that most of the district education managers are not fully aware of the IMU role and its functions. The workshop will help us to make further improvement in the system

Salam sir. Male monitors are visiting in female schools in haripur district without any authority letters. Why govt isnot sending female monitors. We female teachers of nara amazai and baitgali strongly condemn this act by pti govt in haripur district. If female monitors cannot visit hard area how can imu ask us about our attendence. I hope you will solve this issue and will send only female monitors in female schools.

Sir AOA it is great achievement but it can make more improvable and better if awareness can create in villager people. Because most of teacher are not present village school of district abbottabad and came when monitoring team arrive. People have to support IMU team for prompt intimation of absent teacher if any contract source may available to contact Independent Monitoring team so may publish any contact source for early information against the defalter

Sir I am Muhammad Shoaib (DCMA) from District Haripur. IMU is emerging as the most successful Project in KP especially in education sector. It brought a real change in the Education sector and continuing its success day by day, Sometimes, I recall the time 1.5 year ago when monitoring started in March 2014, the condition of schools was very bad, there were a lot of schools which were non-functional, 100s of schools which were closed from a long time, and lot of other problems in the schools which we found, and corrected after our reports, I feel myself a well-wisher of the child of poor that are being taught in the Govt schools, as my Father has retired from Education Department and served 42 years in Edu department, above 12 years as an ADEO, These are my father’s Words “we tried our best with honesty to change the conditions of the schools but we could not bring as much changes in 12 years as IMU brought in one year”. It is just because of you Sir, as we (all the monitors)are inspired by your guideline, skills, knowledge, experience, professionalism and friendly attitude, which gave us Strength, Confidence, Courage, Patience, Integrity, Commitment, Honesty, Self-Respect and Hope.
